These records are very useful to those with residential properties. The Boards of Election maintain lists of all voters by election district. These districts are usually further broken down by street address. It is in this fashion that you can get a list of all voters in a specific building. First you must determine the Assembly District [AD] and the Election District [ED] where the property is located. Use a book called the street finder to zero in on the proper ED and AD. Be careful to note that opposite sides of the same street can be in different districts. Once you have the proper ED and AD, go to the street voter list books. They are organized by AD then ED. Find the page with the street address of the building you are interested in. All the registered voters in the building will be listed in apartment order. The list is current as of the date on the top of the page. Information includes name, apartment, sex, party enrollment, year last voted and date of birth. The date of birth information can be very useful. Many counties will check a name for you by phone. All will check a name if you write. Best to call first. Often there is a small fee.
If the county does not have a printed street list, there is another route. Ask for all the party enrollment books encompassing the ED and AD of the property. Go to the ED and pick out all the voters in each party listed at the address. You have to go through each party book, Democrats, Republicans, Independents, etc. It is more time consuming but the result is the same as having a street voter list.
One can check to see if someone is registered to vote in a county by looking at the county-wide alphabetical list of voters. All registered voters will be included as of the date the list was printed. Many Boards of Election, Westchester for example and now Manhattan and Brooklyn, have computer terminal access. This allows your check to be up to date. If no computer is available you can check for recent registrations by asking to see or having someone check the actual registration binders. The binders are in alphabetical order.
